REGLEMENT INTERIEUR

  1. POLITESSE ET RESPECT

Tout élève est tenu à l’obligation de politesse, de respect pour tout membre de la direction, tout professeur, tout personnel du collège ou tout adulte de passage au collège.

Les attitudes incorrectes (insolence, moqueries, caricature, l’esprit de division) valent une exclusion d’un à trois jours à l’exclusion définitive, si récidive.

Les élèves désireux de travailler au collège les samedis (salle de classe, bibliothèque, salle multimédia) doivent se faire inscrire chez le comptable (voir secrétariat).

  1. TENUE GENERALE

Le port de l’uniforme est obligatoire pour tous les élèves, les jours de classe, les cours de rattrapage, des devoirs surveillés, faute de quoi l’élève ne sera pas admis en classe.

Les pantalons excessivement longs ou moulants, sans ourlets, les pantalons slims et les jupes courtes ne seront pas acceptés.

Le port des chaînes et boucles d’oreilles extravagantes, des chaussures à hauts talons ou des chaussures excessivement chères sera sanctionné par deux jours d’exclusion. Les babouches sont interdites.

Dans l’enceinte de l’établissement les élèves doivent garder la chemisette enfilée et toute tenue différente de l’uniforme (blouson, pull-over, par-dessus, etc…) sera confisquée. Les cas frileux et les malades peuvent se mettre d’accord avec les surveillants pour leur protection.

Tout élève qui n’enfilera pas sa tenue sera sanctionné.

Tout élève vêtu de manière indécente lors des activités extra-scolaires ne devra franchir les portes du collège faute de quoi il sera sanctionné par une convocation des parents.

En général, sont acceptés en plus de l’uniforme : une montre, une paire de boucles d’oreille discrète sans fantaisie.

Pour les filles, sont acceptés les cheveux courts, les nattes (au nombre de 6 ou 9), très simples (tout derrière) et sans mèches.

Pour les garçons, coiffure sans fantaisie, cheveux courts, pas de chapeaux, ni casquettes. Le port de la ceinture noire simple est obligatoire pour tous.

Tous excès provocateur dans la tenue, la coiffure, les ongles, les barrettes, les bagues, les pendentifs, les montres sonores, les chaussures, sera réprimandé, voire sanctionné. La sanction peut aller de deux heures de travail manuel à un jour d’exclusion.

Les objets interdits au sein de l’établissement (téléphone portable, baladeur et autre gadget) seront définitivement confisqués et l’élève coupable sanctionné par une exclusion d’un jour avec corvée au collège. En cas de récidive, l’élève sera définitivement exclu.

La détention d’un portable pendant un devoir surveillé est assimilée à une tentative de fraude et sanctionnée comme telle.

Il est aussi interdit d’amener les ballons personnels au collège.

  1. BIENSEANCE

Dans les classes, les calomnies des professeurs, parents et camarades sont interdits et sanctionnées d’une exclusion définitive.

Des propos licencieux, des actes obscènes, comme les embrassades intempestives et toute atteinte à la pudeur sont prohibés et sanctionnés par trois jours d’exclusion.

Les attitudes courtoises sont vivement encouragées, mais le snobisme ne sera pas toléré.

Après les cours, les élèves sont tenus de regagner rapidement leurs domiciles.

Ceux qui se regroupent devant le collège ou dans les boutiques alentours (boulangerie, salles de jeux, cinéma…) seront repérés par les adultes et sévèrement punis au collège suivi d’un à trois jours d’exclusion.

  1. PONCTUALITE / ORDRE

Les élèves en retard aux premiers cours (8h25) doivent attendre devant le portail jusqu’à ce qu’ils soient autorisés à entrer.

Les élèves qui arriveront après l’accueil des retardataires seront considérés comme absent et leur cas traité conformément au texte relatif à la discipline.

  1. DEBUT DES COURS

Les élèves doivent rentrer en classe dès la première sonnerie. Le chef de classe veillera au maintien de l’ordre.

  1. LE SILENCE

Le silence est rigoureusement exigé dans les salles de classe, les couloirs, w.c et les douches pendant les déplacements pour les cours d’E.P.S. , etc….

  1. LES SORTIES

  1. Hors du portail : sauf cause urgente et justifiée, les élèves ne seront pas autorisés à sortir hors du portail même pendant la récréation. Pour toute sortie, s’en référer au surveillant général.

  2. Des classes pendant les cours : les sorties des classes pendant les cours sont formellement interdites. Toutes les dispositions doivent être prises par les élèves avant les cours.



  1. PREVOYANCE

Chaque élève doit, selon son emploi du temps prévoir et avoir chaque jour, tous ses instruments de travail : livres, cahiers, règles, tenue sportive, etc…

  1. ABSENCES DIVERSES

  1. Absence maladie : en cas de défaut de justificatif médical, la présence des parents est exigée.

Ne seront admis comme justificatifs médicaux que ceux délivrés par une autorité compétente. Dans le cas des élèves autorisés à rentrer chez eux par le collège (maladie constatée), au-delà d’une journée, l’élève devra apporter des justificatifs, sinon la présence des parents est exigée. Si les parents tardent à se présenter, l’élève peut être renvoyé temporairement jusqu’à ce que la situation soit clarifiée.

  1. Absence au devoir surveillé et aux interrogations de classe : toute absence entraîne purement et simplement un zéro sauf si un justificatif fondé est présenté.

Tout retard au –delà de 15minutes est considéré comme une absence non justifié.

Tout élève renvoyé pour une raison de discipline ne prendra pas part au devoir surveillé.

  1. Dispense de cours : toute sollicitation d’une dispense temporaire ou permanente est soumise à la production des documents y afférents (certificat médical, demande d’autorisation d’absence, etc…) Le préfet des études étudiera chaque cas et délivrera une autorisation avant toute absence aux cours.



  1. FRAUDE – VOL

Est assimilé à une fraude ou tentative de fraude tout incident créé en début ou en cours de devoir surveillé (cris, querelle de place, déplacement non autorisé, etc…).

La fraude est sanctionnée par une note de 00/20.

-5 (moins cinq en discipline) et affichage de nom du coupable en salle de professeurs et dans la cour de l’établissement. En cas de récidive, l’exclusion peut être définitive.

Toute copie non retrouvée entraînera 00/20, pouvant être sanctionnée de 24h d’exclusion. Le procès verbal fera foi.

Tout élève qui aurait usé de fraude avérée pour s’inscrire au COBIS sera exclu immédiatement.

Tout cas de vol sera sévèrement sanctionné par le conseil de discipline.

Toute complicité de vol avec des élèves du collège et / ou des personnes extérieures est passible de conseil de discipline.

L’usure, tout comme l’extorsion d’argent (quel qu’en soit la modalité), n’est pas acceptée au collège. Tout élève coupable de ces deux délits est passible d’une exclusion d’un à trois jours selon les cas. En cas de récidive, l’exclusion pourra être définitive.

  1. TEMPS DE PERMANENCE

Outre les temps de permanence indiqués dans l’emploi du temps de chaque classe, sont considérés comme temps de permanence toutes les absences imprévues des professeurs.

Pendant les permanences, le silence est exigé.

Les élèves ne doivent pas circuler ni changer de salle sans l’autorisation du surveillant général.

Le temps de permanence est considéré comme un temps de travail personnel et individuel pour chaque élève.

Il est FORMELLEMENT INTERDIT de former des groupes pendant ce temps sans autorisation du surveillant général.

  1. PLACE EN CLASSE

Les places sont attribuées en début de chaque trimestre. Un plan de classe est établi et doit se trouver en permanence sur le bureau et dans le dossier de classe. Le plan est fait sous la responsabilité du professeur titulaire avec le surveillant général.

Les changements demandés au professeur titulaire par ses collègues ou par les élèves. En cas de changement, le titulaire doit tenir informé le surveillant général ainsi que les préfets de discipline et d’étude.

  1. RESPECT DE SALLES DE CLASSE ET DU MOBILIER

Il est strictement interdit de manger ou de boire dans les salles de classe et les couloirs attenants. Il est aussi formellement interdit le mobilier de salles de classe (chaises, table bancs,…).

Les chefs de classe et des chargés veilleront à ce que cette norme soit respectée par tous.

  1. LA PROPRETE DU COLLEGE

Les élèves coupables de salir la salle de classe, couloirs, cour, terrains de sports, et jardins seront sévèrement sanctionnés par une colle ou deux heures de travail manuel selon les cas.

  • Une charge non faite entraîne un rappel à l’ordre suivi d’une colle.

  • La deuxième charge non faite au cours d’un trimestre entraîne un renvoi temporaire de 24heures.

  • Le calendrier de charge doit être scrupuleusement respecté ; il ne doit subir aucune modification après son affichage.



  1. VANDALISME ET GRAFFITIS

Il est strictement interdit de casser les chaises, les tabes bancs ou d’endommager les serrures, les robines … De même les écrits sur les tables bancs, les murs, les tenues scolaires sont prohibés.

Tout élève soupçonné ou surpris en train de vandaliser le patrimoine du collège sera tenu de payer les réparations et sera sanctionné par une exclusion en fonction de la gravité de la faute.

  1. BAGARRES ET QUERELLES

Elles sont strictement interdites au sein du collège et hors du collège.

En cas de bagarre, les concernés seront traduits au conseil de discipline ; la famille devra payer les dommages et une exclusion de 24h à 72 h sera prononcée selon la responsabilité.

En cas de récidive, l’exclusion pourra être définitive.

  1. CIGARETTES ET ALCOOL

Il est formellement interdit aux élèves de fumer et de consommer de l’alcool dans l’enceinte du collège. L’infraction à cette règle sera considérée comme une faute très grave.

  1. LES VISITES

Elles sont formellement interdites, sauf cas d’extrême urgence autorisé par le surveillant général.

  1. DETENTION D’OBJETS DANGEREUX OU NUISIBLES

Elle est sanctionnée par une exclusion de 24h suivie de la convocation des parents et de la confiscation des objets.

L’exclusion de 24h pourra déboucher sur une exclusion définitive, si l’administration considère que l’objet porte un préjudice moral ou physique grave à la communauté éducative.

  1. LA MULTIPLICITE DE COLLES

Après trois colles, l’élève reçoit une exclusion de 24h à 48h avec un travail au collège et une convocation des parents.

La multiplication des colles peut entraîner une sanction allant jusqu’à l’exclusion définitive.

  1. RESPECT DE L’ESPRIT DU COLLEGE

Tout élève admis au Collège Bilingue IVAN de Sodiko doit respecter l’esprit de l’éducation qui y est donné.

En cas de non respect, il / elle encourt l’exclusion définitive de l’établissement.

INTERNAL RULES

  1. POLITENESS AND RESPECT

Every student is obliged to be polite and respectful to the administrative staff, teachers, personnel of the college and everybody on transit in the college.

Bad attitudes like insolence, mockery, caricature, spirit of division merit a sanction between one and three days if recurrent dismissal is rife

Students willing to work in the college campus on Saturdays are it in the classes, library or computer laboratory have to register to the accountant or the secretariat


  1. UNIFORM

Wearing of uniform is obligatory to every students who finds himself /herself in the college campus. Students in assorted dresses shall not be allowed across the college gate. Excessive long and tight fisted unharmed trousers are prohibited. Slim trousers and short skirts shall not be tolerated. The wearing of extravagant rings, chains, high-heeded or expensive shoes will be sanctioned with two days of punishment. Turkish slippers are forbidden. Students must tuck in their shirts and wear black shoes. Other different wears other than the uniform, will be confiscated. Students allergy to cool ill can obtain permission from the senior discipline master

During extra curricular activities, students who dress indecently shall not be allowed to cross the college gate. If caught in the college vicinity, the concerned will underage hard labour or sanctions if judged necessary and also the convocation of parents. Wrist watches, a pair of ear ring without fantasy, low hair cuts, simple platting with at most 9 lines, all ending behind and without strand for girls. The putting on of black and simple belt obligatory. Low hair cuts without fantasy, on wearing of cap. Any provocative style with uniform, hair cuts, finger nails, necklaces, bangles, alarm watches, shoes, shall be rebuked and sanctioned indeed. The sanctions range from two hours of manual work to one day suspension.

Forbidden objects like portable phones, walkman and other gadgets shall be confiscated for good and culpable students subjected to one day suspension with hard labour. In case of recurrent the student will be dismissed finally. The notice of the portable phones during evaluations shall be considered as attempted fraud and sanctioned as such. Personal balls are also restricted in the college campus.



  1. DIGNIFIED BEHAVIOUR

Calumnies of teachers, parents and classmates in class are restricted thus sanctioned by dismissal. Unwanted talks, obscene acts like untimely embracing and all indecent acts are prohibited and sanctioned with three days suspension. Courteous attitude are encouraged but snobbism will not be tolerated. Students are expected, to get back to their homes after closing time. Students who gather around the college, bakeries, play stations and cinema shall be fished out and submitted to serve punishment in the college between one three days suspension.

  1. PUNCTUALITY /ORDER

Students who come later than 7:30 have to wait outside the gate until they are authorized to enter the college campus. Those students who come after late comers cases have been treated shall be considered absent and their case treated in accordance to the disciplinary laws.

No students shall be accepted in class after 7:30 and 9:10 except upon presentation of permission. In case of recurrence late coming, the administration will enforce particular sanctions towards that situation.

  1. BEGING OF CLASSES

Students have to rush to their classes after the first bell for the first period. The class prefect will ensure order in their various classed. They are also in charged of the collection and dropping of the log book and the class register.



  1. SILENCE

Silence is rigorously obligatory in the classrooms, corridors, toilets and during departure for physical education, dialogue etc…

  1. OUTINGS

  1. Except in justified urgencies, students are not allowed to move out of the gate even during breaks. For any outing, meet the senior discipline master.

  2. Loitering during class hours is formally prohibited. Students have to take every disposition before classes.



  1. FORETHOUGHT

Every student must have his/her school needs (text, exercises, ruler, sports, wear) according to his/her timetable.

  1. DIVERSED ABSENCES

  1. In case of absences due to ill health, a medical booklet has to be presented. In the absence of this, the presence of parents is needed. Only medical booklets from a competent authority can be considered. In situation where the student is authorized by the college to go home for more than one day due to noticed illness, the student is expected to bring proves else, his /her parent shall be convoked. If parents fail to come the student shall be dismissed temporarily until the case is clarified.

  2. Absences in evaluations and tests give the student a zero except justifications are presented. All late coming greater than 15 minutes are considered as unjustified absences. A student who is undergoing disciplinary sanctions does not take part in test writing.

  3. All wishes for temporary or permanent certificate of exemption have to be admitted upon the presentation of document relating to medical certificate, permission of absence etc … The dean of studies will study every case and produce a permission before any absence.



  1. FRAUD – THEFT

Cries, quarrels, unauthorized movement during tested or exams considered as attempted fraud. Fraud is sanctioned with a score of 00/20; -5 and publication of the name of the guilty student in the staff room and all over the college campus. In case if repeated fraud, dismissal can follow. All unfounded answer sheets merit 00/20 and could be sanctioned by 24 hours suspension. The statement will prove.

Any student who had been resistant to revealed fraud and registers in COBIS shall be dismissed in stately. All cases of theft shall be sanctioned by the disciplinary council.

Any complicity of theft between a student and an outside is possibly taken to the disciplinary council. Extortion as well as lending of money on interest what so ever the modality is forbidden in the college. Students guilty of any of these two charges undergo suspension between one day and three days according to the case in hand. In case of recurrence, suspension may lead to dismissal.

  1. FREE PERIODS

Apart from free periods indicted on the timetable, unforeseen free periods dues to absence of teachers is also considered free period. Thus silence is obligatory. Students do not have to effect intra class and inter class movement without being authorized by the senior discipline master. Free periods are considering as a time for individual or personal working time for every student. It is formally forbidden to create groups during this time without the k knowledge of the discipline master.

  1. SEATS IN CLASS

Seats are allocated at the beginning of every term. A plan of work is produced and has to be in the office and in the file of each class. The plan is made by the class master /mistress in accord with the discipline master. Changes are proposed to the class master /mistress by his colleagues or students. In case of changes the class master/mistress has to inform the discipline maser and the dean of studies.

  1. RESPECT OF CLASSROOMS AND MOBILE ITEMS

Students are prohibited from eating or drinking in class or corridor. It is formally forbidden juxtapose chairs, tables or benches from one class to another. Class prefects have to ensure the respect of the above, buy all the students.

  1. CLEANLINESS OF THE COLLEGE CAMPUS

Students caught dirtying the class, corridor, yard sports field and the garden shall be severely sanctioned by detention or two hours of manual labour in accordance to the situation:

  • An undone punishment leads to conscientisation, followed by sanction s ;

  • The second undone punishment in course, of the same term, leads to a temporal dismissal of 24 hours

  • The classification of punishment has to be respected. It does not undergo any modification after its pasting.



  1. VANDALISM CARELESS WRITINGS AND DRAWINGS

It is strictly forbidden to break chairs, tables, benches or spoils locks, taps including illicit writings on tables benches boards walls or school uniforms. Any students suspected or caught spoiling the property of the college, will pay its reparation and shall be sanctioned by the gravity of the fault committed.

  1. FIGHTING AND QUARRELS

These are strictly forbidden within the vicinity and out of the college students guilty of this shall be convened to the disciplinary council. The family shall pay the damages and a sanction between 24 and 72 hours shall be announced based on the responsibility .In case of continuity; dismissal rife.

  1. CIGARETTES AND ALCOHOLISM

Students are formally forbidden to smoke or consume alcoholic drinks in the school campus. Fault linked to any of above shall be considered as a terrible one.

  1. VISITS

It is forbidden except for urgent case authorized by the senior master of discipline.

  1. POSSESSING DANGEROUS AND NUISSIBLE OBJECTS

This is sanctioned with 24 hours followed by the convocation of parents and the confiscation of the concerned object. The 24hours sanction can lead to a final dismissal if the administration judges that the object carries both moral and physical prejudice to the educational community.

  1. MULTIPLICITY OF SANCTIONS

After 3 punishments the student receives sanctions between 24hours and 48hours including labour in the college campus and the convocation of parents. Repeated punishment may lead to dismissal.

IVAN BILINGUAL COLLEGE
INTERNAL RULES FOR TEACHERS

Preamble:

The following internal rules are a combination of rules which govern the relationship between the different personnel and also lay out elementary rules for professionalism in IVAN Bilingual Complex which is a model to the students.

While elaborating this internal rules, IVAN Bilingual Complex had no intentions of restraining the liberty of her personnel but rather define a legal framework for it’s better functioning.

If should be noted here that, all aspects of professional life will not be examined in this internal rules. Only the essential shall be cited and in case of need, circulars shall complete the rest.

Title 1: MODALITIES FOR RECRUTMENT AND LOSING OF A TEACHER

Art. 1: The personnel of IVAN Bilingual Complex is divided into two classes:

  • Administrative personnel

  • Teaching personnel

Art. 2: The administrative personnel is composed of the proprietress, the principal, the dean of studies, the bursar, the discipline master (s) and the secretary.

Art. 3: Their respective attributions move in line with the school laws in Cameroon and are defined by the proprietress who nominates them.

Art. 4: The administrative personnel is in charged of administrative, pedagogic and disciplinary management of IVAN Bilingual Complex. The administrative body is answerable to the principal.

Art. 5: The teaching staff is composed of permanent and temporary teachers and they are recruited among Cameroonians or foreigners who comply to the recruitment conditions.

Art. 6: All teachers in IVAN Bilingual Complex can be lost by resignation, death or by the dismissal of the teacher in question.

Title 2: THE MODALITIES ON THE PUNCTUALITY AND REGULAR ATTENDANCE AT CLASSES

Art. 7: All administrative and permanent staff is expected to be in school from Monday to Friday from 7:30 to 3:30pm in case of need, this boy could be called up to work on Saturday without clemency of payment of additional hours. If should be noted here that, the contract terms is respected.

Art. 8: The principal, the deans and the discipline master (s) will be in charge of the punctuality of the staff.

Art.9: All permissions are obtained from the principal and in case of absence can be obtained from the dean of study.

Art. 10: All teachers who are on permission must inform the discipline master and also leave an assignment which he passes during his hour.

Art. 11: A permanent teacher is entitled only to be accorded permission only once in course of a month.

Art. 12: A part time teacher who comes in 15minutes late losses his entire hour.

Art. 13: All untaught hours without ante justification by part time teachers are unpaid.

Art.14: Applicable sanctions towards continuous unjustified absences are taken in three ways:

  • Firstly, the concerned teacher is warned verbally as of the first unjustified absence,

  • Secondly, he / she is sanctioned financially through salary curtail as of the second unjustified absence,

  • Thirdly, the teacher is summarily dismissed following the third time of unjustified absence.

Art. 15: All administrators who absent themselves from work for 30 consecutive days can lose their jobs as administrators in IVAN Bilingual Complex. It should be noted that this is in respect of the terms of contract.

Art. 16: If in case of a month, the total sum of hours, he loses an amount equal to one day of payment per week.

Art. 17: All the personnel’s of IVAN Bilingual Complex known for their punctuality and constant presence in school will be distinctively honored or will be a beneficiary of the advantage accorded by the proprietress.

Title 3: THE MAINTENANCE OF THE ENVIRONMENT AND THE USE OF SCHOOL PROPERTY

Art. 18: Every teacher is a master of the class in which he is teaching. In this regard, he has to ensure students cleanliness, cleanliness of classrooms and instinct discipline, he has to ensure that all the students are in the correct uniform.

Art. 19: Teachers have to ensure the maintenance of didactic materials (pedagogic equipments, practical’s equipments) put at their disposal.

Art. 20: All wrongful manipulations of equipments which lead to its deterioration have to be replaced by the teacher held responsible.

Art. 21: In a case of non replacement of spoilt equipment, the responsible teacher’s salary has to be amputated for the repairs or replacement of the spoilt equipment.

Art. 22: Any teacher held liable of stealing pedagogic materials or workshop materials exposes himself to terrible sanctions. Legal procedure can be undertaken against the teacher in question.

Art. 23: All teachers have to teach in conformity with to the official program. The type of teaching should be qualitative.

Art. 24: Teachers must prepare their lessons before entering the class.

Art. 25: Each teacher has to drop his mark sheet with the dean of studies after every sequential evaluation.

Art. 26: Pedagogic meetings are obligatory as well as pedagogic seminars.

Title 4: DRESSING

Art. 27: Every teacher has to dress properly. That is clean and well maintained for, he is supposed to be a model to the students.

Art. 28: Provocative dressings are proscribed. Adamant teachers expose themselves to sanctions put in place by the governing laws.

Art. 29: During practical’s, teachers are expected to pt on white blouses.

Title 5: RELATIONSHIPS BETWEEN PERSONNELS

Art. 30: Every teacher has to be interdependent with others. Because COBIS believes in group work and collaboration.

Art. 31: The respect between the administrative and the teaching staff should be mutual and hierarchy respected.

Art. 32: The differences between two teachers or two groups of teachers have to be solved through dialogue.

Art. 33: In the framework of their functions, the administrators and teachers have to be reserved and discreet.

Art. 34: Teachers are warned not to inflict humiliating sanctions to students.

Art. 35: Love relations between teachers and students are strictly forbidden. Victims shall be severely sanctioned.

Title 6: STUDENTS SCHOOL FEES

Art. 36: No teacher or administrator has the right to collect school fees from students or parents except the financial agent.

Art. 37: Any person who has undertaken this act is considered as an embezzler of the private fund of IVAN Bilingual College and consequently, legal procedures will be taken and he will be dismissed.

Art. 38: The commercialization of pedagogic equipments and documents of pedagogic importance are proscribed except with the authorization of the principal or dean of studies of IVAN Bilingual Complex.

Art. 39: An administrator or teacher must not prove adherence to a political. Party or his / her political opinion to a political party in the campus of IVAN Bilingual Complex.

Art. 40: All legitimate claims have to be carried out in a legally prescribed manner.

Art. 41: The consumption of drugs, tobacco, alcoholic drinks are formally proscribed in the campus of the establishment. Anybody caught red handed will be suspended from classes.

Art. 42: Association of administrative personnel’s and teachers if authorized by the proprietress has to function in conformity to the laws which gather the teachers together.

Art. 43: Any teacher who reacts violently on a student or administrator has to personally answer questions before the police force or judiciary.

Art. 44: Any other case not stated by this internal rule will be examined and sanctioned by the school’s disciplinary committee.

Art. 45: Bearing the fact that all the aspects of professional life has not been examined, this document will be completed by a memorandum.

Art. 46: The revision of this internal rule can be done by the head office of IVAN Bilingual Complex or upon the demand or 2/3 of the teachers.

The proprietress, the principal, the discipline master (s), the dean of studies, the bursar, the secretary, the teachers and other personnel’s are personally concerned with the application of this internal rules which will go operational as from it publication date.
